For example, a user looking for a hardware store in Cleveland would consider a hardware store in Cleveland to be more relevant than a hardware store somewhere in the state of Ohio. Do I need to have a physical presence in order to target a specific location?
For ads targeted to cities or towns you must have a physical location in the area. For ads targeted to metros, states, or nationwide, there is no requirement to have a physical presence.
